Trustee Office Dubai: Property Transfer Process, Fees & Documents

Residential apartment towers in Dubai against a blue sky

A trustee office in Dubai, officially a Real Estate Registration Trustee office, is a private centre approved by the Dubai Land Department (DLD) to register property transactions for DLD. When you buy or sell a ready property, this is where the sale is checked, the government fees are paid and the new electronic title deed is issued. DLD's sale registration page lists the trustee (service partner) fee as AED 4,000 + VAT for sales of AED 500,000 or more, and AED 2,000 + VAT below that.

This guide is for buyers and sellers getting ready for transfer day. It explains what a trustee office does, which documents each side brings, which fees are official, how mortgaged sales differ and what happens at the appointment. Requirements and fees are taken from DLD's own service pages as published in October 2026. DLD can change them, so confirm the details with your trustee office before the appointment.

What is a trustee office in Dubai?

DLD is the only body legally allowed to register real estate transactions in Dubai, and its FAQ says a transaction that is not recorded in its registers is considered invalid. Developers register their own off-plan sales through DLD's systems. Most other transactions, including the resale of a ready property, are registered through Real Estate Registration Trustee offices, often called RT offices or simply trustee offices.

A trustee office does not sell property, set prices or advise on whether a deal is a good one. Its job is procedural: it checks the documents, enters the transaction into DLD's system, collects the fees and completes the registration on DLD's behalf. DLD publishes a directory of approved RT offices with each office's location, phone number, email and working hours.

Registration trustee vs real estate services trustee

DLD licenses two kinds of trustee centre, and the names are easy to confuse.

If you are registering a tenancy rather than a sale, our guide to Ejari registration in Dubai covers the services trustee route.

When do buyers and sellers use a trustee office?

You will normally deal with a registration trustee office when:

Off-plan purchases work differently. A developer registers the first sale of an off-plan unit itself, in DLD's interim register (Oqood), and DLD's initial sale page does not list the trustee fee. An off-plan unit can be resold before it moves to the main register, but DLD says this needs a no objection certificate from the developer first. Our explainer on what Oqood is in Dubai covers that route.

Dubai property transfer process, step by step

The trustee appointment is the last step of a sale, not the first. A typical resale of a ready property runs in this order:

  1. Agree the terms. Buyer and seller agree the price, the deposit and who pays which costs, usually in a memorandum of understanding (the RERA contract often called Form F). Our legal procedure to buy property in Dubai guide covers this stage in detail.
  2. Get the developer's e-NOC. For property in a freehold area, DLD requires a no-objection e-certificate from the developer, obtained through the Dubai REST app. Apply early, because the transfer cannot be registered without it.
  3. Clear or arrange finance. If the seller has a mortgage, the bank issues a liability letter showing the amount owed. If the buyer is borrowing, their bank prepares the mortgage documents.
  4. Prepare the payments. Manager's cheques are prepared for the seller, any bank being repaid and DLD's fees, or the fees are paid through one of DLD's electronic payment channels.
  5. Book the trustee office. DLD's RT office directory lists each office's phone number, email and working hours. You or your broker contact an office and agree a time.
  6. Complete the transfer. At the office, documents are checked and uploaded, the transaction is entered and audited, the fees are paid and the new electronic title deed is issued.

Documents required from the buyer and the seller

DLD's sale registration page lists only two required documents for a standard sale between individuals:

DocumentWho provides itNotes
Emirates IDBuyer and sellerUsed only to verify identity; no copy is kept. Non-resident foreigners can use a valid passport instead.
Developer's e-NOCSeller (usually)Required for freehold areas; obtained through the Dubai REST app

In practice, the trustee office also needs the agreed sale terms and the payment instruments, and companies need their corporate documents. A company that is not yet registered with DLD must complete a company registration request first. Because requirements can vary with the property and the parties, confirm the full list with the trustee office before the appointment.

If someone signs for you under a power of attorney

DLD allows a legally authorised representative to act for a buyer or seller, and its mortgaged-sale page asks for a legal power of attorney when someone acts for a party. DLD's FAQ says a power of attorney for buying is valid for five years from notarisation, and one for selling or mortgaging is valid for two years. A power of attorney issued outside the UAE has to be legalised in the issuing country and by the UAE embassy there, then by the UAE Ministry of Foreign Affairs. Our guide to selling property with a power of attorney in Dubai explains the process.

Mortgaged property: what changes

When the seller still owes money to a bank or developer, the transfer happens in two stages. DLD's mortgaged sale service asks for:

  • A liability letter from the bank, or a letter from the developer stating the remaining amount
  • Emirates ID for both parties (or passport for non-resident foreigners)
  • Three manager's cheques: one to the bank or developer for the debt, one to the seller for the remaining balance, and one to DLD for the 4% fee
  • A legal power of attorney, if someone is acting on a party's behalf

The trustee office registers the transaction, and the seller hands the bank its cheque to obtain the mortgage release letter. Once that letter is submitted, the release, the sale and any new mortgage for the buyer are completed.

DLD adds release charges to this route, including AED 1,290 for the mortgage release procedure and AED 315 for the registrar to release the mortgage. If the buyer is taking a new mortgage, DLD charges 0.25% of the loan to register it. Its page says registrar fees are waived when the mortgage is registered on the same day as the sale, and that a service partner fee of AED 4,000 + VAT applies if it is registered the next day. Ask your bank and the trustee office how this will apply to your transaction. Our Dubai mortgage guide covers finance before you reach this stage.

Trustee office fees and DLD fees (as of October 2026)

The trustee fee is separate from DLD's 4% registration fee. These are the amounts DLD lists for a standard property sale registration:

FeeAmountWho DLD says pays
DLD registration fee2% of the sale valueSeller
DLD registration fee2% of the sale valueBuyer
Title deed issuanceAED 250Not specified
Map fee (villas and apartments)AED 250Not specified
Knowledge and innovation feesAED 10 + AED 10Not specified
Trustee (service partner) fee, sale of AED 500,000 or moreAED 4,000 + VATNot specified
Trustee (service partner) fee, sale under AED 500,000AED 2,000 + VATNot specified

DLD's sale page does not state the VAT rate, but its mortgaged-sale page lists the same registrar fee as AED 4,200 or AED 2,100, which matches 5% VAT. Land outside Dubai Municipality uses a different map fee (AED 100, or AED 225 for the unified Dubai Municipality map).

For a full breakdown with worked examples, including mortgage costs and private costs such as agency commission, see our guide to the cost of buying property in Dubai.

Who normally pays which cost?

DLD lists the 4% registration fee as 2% for the seller and 2% for the buyer. It does not say who pays the title deed, map, knowledge, innovation or trustee fees. In the market, buyers often agree to pay more than their 2% share, but that is a commercial term, so write the split into your sale agreement before the transfer.

Is there a cheaper digital route?

DLD also offers a buy and sell service on Dubai Now that does not need a trustee office visit. It is limited to individuals with a UAE ID, and to subdivided freehold units (apartments, offices and townhouses) with no mortgage or restrictions. The price and fees go through a DLD-approved escrow account, and the request is cancelled automatically if it is not signed within 7 days. DLD lists its partner fee (Emirates Real Estate Solutions) as AED 1,000 + VAT at AED 500,000 or more, or AED 500 + VAT below that.

How long does a property transfer take?

The appointment itself is short. DLD lists the service time for sale registration as 25 minutes, and its FAQ says registering a sale takes about 30 minutes on average when all the documents are available. A mortgaged sale has a listed service time of 15 to 20 minutes, but the release letter adds an extra step.

What takes longer is the preparation: agreeing terms, getting the developer's e-NOC, clearing a mortgage and preparing the cheques. None of these timings are guaranteed, so leave margin before any deadline in your contract.

What happens on transfer day?

According to DLD's procedure for a sale at a registration trustee centre:

  1. You submit the required documents for verification. Any gaps are flagged and fixed, and the documents are uploaded to DLD's digital vault.
  2. The trustee employee enters the transaction into DLD's system and audits it.
  3. The fees are paid and a receipt is issued, with the output sent by email.
  4. The buyer's details are entered using their Emirates ID or passport, and the request is submitted.
  5. DLD issues the electronic title deed and electronic map to the new owner.

DLD accepts payment through ePay, Dubai Pay, Noqodi or a manager's cheque for this service. Keep the booking reference number, as you can track the request under "My Requests". To check the deed afterwards, see our Dubai title deed guide.

Trustee office vs Dubai Land Department

The trustee office acts as DLD's service partner. It carries out the registration, but the record, the fees and the title deed belong to DLD. DLD's FAQ says title deeds are issued at DLD and at registration trustee centres. If you are unsure whether an office is approved, check it against DLD's RT office directory rather than relying on a sign or a website.

Common mistakes to avoid

  • Leaving the developer's e-NOC too late. DLD requires it for freehold property, so request it as soon as the terms are agreed.
  • Wrong cheque amounts or payees. Confirm each manager's cheque against the liability letter and the agreed price before you go to the bank.
  • An expired or unlegalised power of attorney. Check the validity period and, for a document issued abroad, the full legalisation chain.
  • No written cost split. DLD does not allocate the add-on and trustee fees, so agree in writing who pays them.
  • Assuming the transfer is quick end to end. The appointment is short, but mortgage releases and NOCs usually take longer than the appointment itself.
