Dubai Islands Investment 2026: A Practical Guide for Property Investors

Dubai Islands has become one of the most talked-about investment areas in Dubai's off-plan market. New launches, large infrastructure contracts and a steady stream of sales headlines have put the former Deira Islands on many investors' shortlists.
Popularity is not the same as a sound Dubai Islands investment, though. This guide explains what Dubai Islands is, what the master developer has officially announced, which projects Seven Century currently covers, and the costs and risks to check before committing to an off-plan purchase.
Quick Answer: Is Dubai Islands a Good Investment in 2026?
Dubai Islands can suit investors who want long-term exposure to a large waterfront masterplan close to central Dubai, and who are comfortable buying off-plan.
It is still an early-stage destination. Much of what is on sale is off-plan, infrastructure is being delivered in phases, and there is not yet a long track record of completed-home resale prices or achieved rents to judge returns by.
Whether a Dubai Islands property is a good investment therefore depends on the specific project: its developer, price, payment plan, expected handover date and the exit you plan, rather than on the area's headlines.
What Is Dubai Islands?
Dubai Islands is Nakheel's waterfront masterplan along Dubai's northern coastline, off the Deira shore. It was previously known as Deira Islands and was renamed when Nakheel unveiled its new master plan vision in August 2022.
According to Nakheel's April 2026 announcement, published by the Dubai Media Office, Dubai Islands spans 18.6 square kilometres across five interconnected islands. The masterplan includes about 57 kilometres of coastline, 21 kilometres of which is beachfront, and is designed for more than 231,000 residents in about 49,000 homes, including villas, mansions and apartments.
Nakheel's figures have changed as the plan has developed. Its 2022 announcement gave the total area as 17 square kilometres, and its 5 October 2026 Bay Estate announcement describes the masterplan as accommodating more than 230,000 residents across approximately 62,000 homes, alongside more than 11,000 hotel keys and more than 4,000 branded residences.
The original 2022 master plan announcement also described plans for more than 80 resorts and hotels, around two square kilometres of parks and open spaces, and connections to the mainland by road bridges and water transport.

Dubai Islands is not DAMAC Islands
The names are easy to confuse. Dubai Islands is Nakheel's coastal masterplan off Deira. DAMAC Islands is a separate villa community by DAMAC in Dubailand, inland. Always check which location a project, price or sales figure refers to.
What Has Officially Been Announced?
For investors, the most useful information is what the master developer has committed to and contracted, rather than marketing claims.
| Milestone | What was announced | Source |
|---|---|---|
| August 2022 | Master plan vision for Dubai Islands (formerly Deira Islands): five islands, over 20 km of beaches, more than 80 resorts and hotels | Nakheel, via Dubai Media Office (22 August 2022) |
| April 2026 | AED 527 million contract awarded to Al Nasr Contracting Company for primary infrastructure and utilities on Island B, including roads, water, power, telecom, drainage and district cooling connections | Nakheel, via Dubai Media Office (20 April 2026) |
| 5 October 2026 | Bay Estate launched: a gated community of around 360 three- and four-bedroom townhouses, attached villas and garden villas; Nakheel estimates construction completion in January 2031 | Nakheel (5 October 2026) and Nakheel's Bay Estate payment plan |
The April 2026 announcement did not give a completion date for the Island B works. That matters: infrastructure, retail, schools and transport links on a new island are delivered in stages, and the community you buy into on handover day may still be under development around you.

How to Read Dubai Islands Sales Headlines
Dubai Islands regularly appears in reports on Dubai's top-selling off-plan areas. Before using any of those figures, check three things.
1. The period. Some figures cover a single month, others a quarter, a year to date or a rolling 12 months. Totals from different periods cannot be compared.
2. The segment. A figure may cover off-plan apartments only, all property types, or a group of waterfront destinations. Island-wide or "waterfront" totals often include Palm Jumeirah, Palm Jebel Ali and other areas alongside Dubai Islands.
3. The calculation. Price-growth claims sometimes compare a part-year median with a full-year median. That is not the same as year-on-year growth, and a change in the mix of projects being sold can move a median without any individual home rising in value.
Published estimates of Dubai Islands sales volumes differ widely depending on who produced them and how. Seven Century does not quote area-level growth or return figures for Dubai Islands until they can be traced to Dubai Land Department data for a clearly stated period.
To check registered transactions yourself, use the Dubai Land Department's official Dubai REST app or the real estate open data on the DLD website, and compare like-for-like units in the same project.
Off-Plan Investment Considerations
Where a project is still off-plan, the usual off-plan checks apply, with extra attention to timing.
Payment plan and cash flow
Off-plan payment plans spread the purchase price across booking, construction and handover. Bay Estate homes, for example, follow a 20/40/40 structure, which means 40% of the price falls due on handover, which Nakheel estimates for January 2031, a little over four years after the October 2026 launch. Plan how you will fund that final payment, whether from savings, a mortgage or a sale, well in advance.
Handover dates are developer targets
Completion dates in brochures are estimates. Construction schedules can move, and on a new island the surrounding infrastructure may follow its own timeline. Build some flexibility into any plan that depends on a fixed handover date.
Oqood registration and escrow
Off-plan purchases in Dubai are registered with the Dubai Land Department through Oqood, and payments for registered off-plan projects go into a project escrow account. Confirm the project's registration and the escrow details before you pay.
Resale before handover
If you plan to sell before completion, check the developer's resale conditions. Many developers only issue a no-objection certificate for resale after a set percentage of the price has been paid. A resale buyer will also compare your price with new units the developer is still selling.
Rental demand is still forming
A new island community has limited rental history. Until a meaningful number of homes are handed over and occupied, achievable rents, occupancy levels and the tenant profile are estimates rather than evidence. Treat any projected rental return with caution.
Supply pipeline
Nakheel's latest official figure, from October 2026, is approximately 62,000 homes across the masterplan. A large future supply can bring better amenities and a fuller community over time, but it also means your property may compete with many similar new units at resale and at letting.
Costs to Budget For
The purchase price is only part of the cost. When buying off-plan in Dubai, budget for:
- The Dubai Land Department fee of 4% of the property price, plus registration and administrative charges.
- Any agency fees agreed for the transaction.
- Mortgage fees, if you finance the handover payment or a ready purchase.
- Annual service charges after handover. For new projects these are often not final until the building is operating, so ask how the estimate was set.
- Furnishing, letting and management costs if you plan to rent the property.
Our cost of buying property in Dubai guide explains each charge in detail, and our guide to the legal procedure for buying property in Dubai covers the steps.
Who Might Dubai Islands Suit?
Dubai Islands may be worth considering if you:
- Are investing for the medium to long term and can hold through construction and the community's early years.
- Want a waterfront location close to Deira, Dubai International Airport and Dubai Creek.
- Prefer a new masterplan with modern product to an established, fully built area.
- Have the cash flow to meet a large handover payment.
It may be less suitable if you need immediate rental income, a short guaranteed exit, or certainty on completion dates.
