Buying property in Dubai
Foreign buyers can acquire freehold ownership in areas designated for foreign ownership in Dubai. Dubai also provides other property rights, including usufruct and long-term leasehold arrangements, depending on the property and area.
In addition to the purchase price, buyers should plan for registration and transaction costs. Dubai Land Department's current sale-registration schedule lists a fee equal to 4% of the sale value, shown as 2% for the seller and 2% for the buyer, plus applicable title-deed, map and trustee/service fees. Mortgage-related charges may also apply when financing a purchase.
A resale purchase generally involves agreeing the sale terms, completing the required buyer-seller sale agreement, arranging financing where applicable, obtaining the required developer e-NOC for a freehold property, and completing registration with Dubai Land Department or the relevant registration channel so the title deed can be issued to the new owner.
UAE banks offer property financing subject to each lender's eligibility criteria and the UAE Central Bank's applicable mortgage rules, including loan-to-value limits. Eligibility can vary by residency status, property value and whether the purchase is a first or subsequent property. Buyers considering finance can seek pre-approval before committing to a property.
A ready property is already completed and can normally be inspected before purchase, with occupancy or leasing possible after the transaction is completed. An off-plan property is purchased before construction is complete and usually follows the developer's construction and payment schedule, so buyers should consider expected completion, payment terms and project/developer information carefully.
